Site-to-site user move transaction log errors

Transaction log errors occur with a site-to-site user move, if the following
conditions are not met:

* Each site is not in the same country.
* (Provider deployment) Sites must have the same types of dial plans (SLC vs. Non-SLC).
* The target site `data/SiteDefaultsDoc` contains the needed default settings
  (that is, they are not empty or null).
* Move is not outside the `sync_to_hn`.
* Role is valid at move to site.
* UC applications resources are set to false.

Review the transaction log for error messages and actions to resolve the errors.
