Automated Database Cache Cleanup

From VOSS Automate release 19.3.2 onwards, it is now longer necessary to schedule or manually
manage the database cache optimization using the **voss trim-cache** command. 

From release 20.1.1, this command is no longer available. A resource history is now maintained
as a series of resource differences and is automatically optimized.

  A minimum retention period of 7 days is applied to resource differences in the resource history.
