Hierarchy

A system hierarchy node is present at first startup of the system.  

Each entity attached to the hierarchy has an address, represented by a ``pkid``, which 
is defined as a standard URI. 

Hierarchies can be created under the system hierarchy node, because the 
hierarchy is exposed as a RESTful API.  API calls are made with reference to the hierarchy.
